Засоби пропаганди і дезінформації держави-агресора. Як розпізнавати і протидіяти

 Виступ  Юрія   ЩЕРБАКА на міжнародній  конференції в місті Торунь (Польща), жовтень 2026 

Тема нашої конференції надзвичайно актуальна. 

Конференція відбувається в критичний момент світової історії. 

Кривавий російський диктатор Путін посилює геноцидну війну проти України. Він загрожує європейським країнам НАТО, насамперед Польщі та Балтії, розширенням агресії та гібридними атаками. 

На Близькому Сході палає конфлікт, здатний перерости в глобальну війну. 

В обидвох вогнищах війни лунають ядерні  погрози. 

Перейдено всі червоні лінії довоєнного часу. Порушено всі принципи міжнародного права. 

Тотальна війна стоїть на порозі Європи. 

Це війна особлива. 

Колись російський цар Олександр Третій сказав: «У Росії є тільки два союзники – її армія і флот». 

Сьогодні Путін може додати третього союзника. Це – потужна і брехлива пропаганда і дезінформація. 

 Бо сучасна війна – це, насамперед, війна за душі та свідомість людей. Війна за віру й переконання народів, війна за історичну пам'ять.

Засновники совєтської держави Ленін, Троцький, Сталін добре розуміли роль пропаганди. Задовго до Гітлера і Геббельса вони розробили принципи тотальної агітації, заснованої на брехні і соціальній демагогії. 

Гасло червоної армії в 1920 році під час нападу на Польшу було: «Вперед! Через труп Білої Польщі лежить шлях до всесвітньої пожежі! Смерть польським панам!». 
У 1939 році СРСР підло напав на Польщу разом з Гітлером під гаслом: «Визвольний похід Червоної армії на захист єдинокровних братів». 

Росія, яка за роки диктатури Путіна перетворилася на фашистську державу, засвоїла уроки радянської і німецької пропаганди й додала до них потужність сучасних інформаційних технологій, в тому числі Штучний Інтелект. 

Створено розвинену державну систему поширення ідеології «русского міра». 

Це – система брехні і маніпуляції свідомістю людини. Система, яка нав'язує світу месіанські ідеї рашизму. 

Рашизм –гібридний термін, в якому вперше в світовій історії поєднується назва "фашизм" і "росія". 

Це суто російське явище, яке походить з глибини 15-16 століть, коли була сформована ідеологія ЗБИРАННЯ земель, доктрина постійної і жорстокої експансії Росії проти сусідніх держав і народів. 

Цю імперську шовіністичну ідеологію сьогодні, на жаль, сповідує більша частина російського народу. 

Такі завойовники, як Суворов, Паскевич, Денікін, маршал Жуков є героями сучасної Росії. 

Ідеологію поневолення, зросійщення інших народів підсилює культ ядерної зброї, віра в перемогу Росії у війні. 

Дозвольте звернути вашу увагу на мою книгу «Рашизм. Звір із безодні», видану українською, польською, англійською та угорською мовами. Готується німецьке і словацьке видання. 

Торік я мав честь презентувати цю книгу у Варшаві. Книга дає розуміння коренів і генези рашизму, його догм і брехливих тверджень.

Дорогі друзі, російська пропаганда – дуже небезпечна зброя. Її жертвами впали сотні тисяч, якщо не мільйони людей. В Україні, Польщі, країнах Заходу. Ця зброя сіє розкол, хаос, зневіру, сумніви, вона примушує людей погодитись з неволею і темрявою. До неї треба ставитись так само, як і до ракет та дронів. Ця зброя нищить опір, засліплює людину. 

Росія щороку витрачає на пропаганду величезні гроші – 1.4-1.8 млрд доларів. Пропаганда ведеться в індустріальних масштабах. Працюють численні ботоферми, в яких задіяні тисячі людей. Ботоферми і тролі генерують щомісяця сотні тисяч коментарів. Вкладаються великі гроші у підкуп західних масмедіа, політиків, блогерів, "корисних ідіотів". Брехня вміло маскується під правду за допомогою Штучного Інтелекту. 

Жодна країна світу, окрім Китаю, не має такої потужної машини дезінформації. 

Я сподіваюсь, що учасники конференції дадуть об'єктивну оцінку методам і впливам російської пропаганди і запропонують дієві засоби протидії. 

Хочу зазначити, що, на мою думку, існують головні принципи боротьби з рашистською пропагандою. 

Перше. Протидія має носити загальнодержавний і загальнонаціональний характер. 

Друге. Нашою зброєю має бути правда. Перевірка фактів, викриття фальсифікацій ворога, об'єктивний аналіз подій, наступальний характер нашої інформації. 

Третє. Ми повинні моментально реагувати на ситуацію. Час відіграє вирішальну роль в інформаційній битві. 

Мені здається важливим створення Європейського центру протидії російській пропаганді. Тут корисним може бути досвід України. 

Європейське інформаційне агенство повинно координувати боротьбу з ворожою пропагандою і постачати ЗМІ якісний інформаційний продукт.

At the International Conference, Torun, Poland, October 2026

“Propaganda and Disinformation a Tool of the Agressor State. How

to Recognise and Counteract it” 

The theme of our conference is extremely relevant.

The conference is taking place at a critical moment in world history.

The bloody Russian dictator Putin is intensifying his genocidal war against Ukraine. He is threatening European NATO countries, first and foremost Poland and the Baltic states, with an expansion of aggression and hybrid attacks.

In the Middle East, a conflict is raging that is capable of escalating into a global war.

At both flashpoints of war, nuclear threats are being voiced.

All the red lines of the pre-war era have been crossed. All the principles of international law have been violated.

Total war stands on Europe’s doorstep.

This is a special kind of war.

The Russian Tsar Alexander III once said:

Russia has only two allies — its army and its navy.

Today Putin could add a third ally.

It is powerful and deceitful propaganda and disinformation.

Because modern war is, above all, a war for the souls and minds of people. A struggle over the faith and convictions of nations, a war for historical memory.

The founders of the Soviet state — Lenin, Trotsky, and Stalin — understood the role of propaganda very well. Long before Hitler and Goebbels, they developed the principles of total agitation based on lies and social demagoguery.

The slogan of the Red Army in 1920 during its attack on Poland was:

Forward! Over the corpse of White Poland lies the road to the worldwide conflagration! Death to the Polish lords!

In 1939, the USSR treacherously attacked Poland together with Hitler under the slogan:

The Red Army’s liberation campaign to defend our brothers of the same blood.

Russia, which during the years of Putin’s dictatorship has transformed into a fascist state, has absorbed the lessons of Soviet and German propaganda and added to them the power of modern information technologies, including Artificial Intelligence.

An extensive state system for spreading the ideology of the “Russian World” has been created.

It is a system of lies and manipulation of human consciousness. A system that imposes upon the world the messianic ideas of Rashism.

Rashism is a hybrid term in which, for the first time in world history, the words “fascism” and “Russia” are combined.

It is a specifically Russian phenomenon originating deep in the 15th–16th centuries, when the ideology of the GATHERING of lands was formed — a doctrine of Russia’s constant and brutal expansion against neighboring states and peoples.

Today, unfortunately, this imperial and chauvinistic ideology is embraced by a large part of the Russian people.

Conquerors such as Suvorov, Paskevich, Denikin, and Marshal Zhukov are heroes of modern Russia.

The ideology of subjugation and Russification of other peoples is reinforced by the cult of nuclear weapons and by belief in Russia’s victory in war.

Allow me to draw your attention to my book

Rashism. The Beast from the Abyss, published in Ukrainian, Polish, English, and Hungarian. German and Slovak editions are currently being prepared.

Last year, I had the honor of presenting this book in Warsaw.

The book provides an understanding of the roots and genesis of Rashism, its dogmas, and its false claims.

Dear friends,

Russian propaganda is a very dangerous weapon. Hundreds of thousands, if not millions, of people have fallen victim to it — in Ukraine,

Poland, and Western countries. This weapon sows division, chaos, disbelief, and doubt; it forces people to accept bondage and darkness. It must be treated in the same way as missiles and drones. This weapon destroys resistance and blinds people.

Russia spends enormous sums of money on propaganda every year — 1.4–1.8 billion US dollars. Propaganda is conducted on an industrial scale. Numerous bot farms operate, employing thousands of people. Bot farms and trolls generate hundreds of thousands of comments every month. Large sums are invested in bribing Western mass media, politicians, bloggers, and “useful idiots”. Lies are skillfully disguised as truth with the help of Artificial Intelligence.

No country in the world, except China, has such a powerful disinformation machine.

I hope that the participants of the conference will provide an objective assessment of the methods and impact of Russian propaganda and propose effective means of countering it.

I would like to note that, in my opinion, there are several fundamental principles in the fight against Rashist propaganda.

First. Counteraction must be carried out at the level of the entire state and the entire nation.

Second. Our weapon must be the truth. Fact-checking, exposing the enemy’s falsifications, objective analysis of events, and an assertive approach to communicating our information.

Third. We must react to the situation immediately. Time plays a decisive role in the information battle.

I believe that the creation of a European Center for Countering Russian Propaganda would be important. Ukraine’s experience could be useful in this regard.

A European Information Agency should coordinate the fight against hostile propaganda and provide the media with high-quality information products.
